Organizational Regulations for Civil Service Development Institute, Tainan City Government (CSDITN)
Article 1 The articles herein are set in accordance with Article 12 of the Self-government Ordinance of Tainan City Government (hereinafter referred to as the “City Government”).
Article 2 Civil Service Development Institute, Tainan City Government (hereinafter referred to as CSDITN) shall have a director, appointed by the mayor and supervised by the director-general of Department of Personnel of the City Government (hereinafter referred to as the Department), who  manages the overall administrative work and oversees the staff of the center.
Article 3 CSDITN shall be constituted by administrative sections in charge of matters related to its objectives: (1) Educational Affairs Division shall be responsible for policy planning, planning and implementation of annual training programs, student management, program promotion, tracking training results, planning of information programs, website development and management, database development and management, library management, research and development, and other academic affairs. (2) General Affairs Division shall be responsible for general affairs, cashier work, clerical work, use of seals, keeping archives, research and development, property management, student meals, public relations and promotion, propaganda and publication, medication and sanitation, and other related matters.
Article 4 The staff of CSDITN shall include a secretary, section chiefs, section staffers, systems coordinators, junior officers, and clerks.
Article 5 CSDITN shall have an adjunct personnel officer, designated by CSDITN, who takes responsibility for personnel management in accordance with the law.
Article 6 CSDITN shall have an adjunct accountant, designated by the Department of Budget, Accounting and Statistics of the City Government, who takes responsibility for annual budgeting, accounting, and statistical matters.
Article 7 In the event that the position of director is void, CSDITN shall designate an acting director before the arrival of his or her successor. In the event that the director is absent or unable to perform duties, the designation of acting director shall follow the priority in the following order:
1. Secretary.
2. Section Chief.
CSDITN shall designate an appropriate staffer to be the acting director.
Article 8 The number and titles of the official positions included in the articles herein shall be listed on an independent chart. The titles of the official positions shall be listed in accordance with rules and regulation on official personnel structure.
Article 9 The detailed chart of responsibilities delegated to internal units at different levels of CSDITN are organized into Chart A and Chart B. Chart A is drafted by the CSDITN and submitted to the city government for approval; Chart B is set by CSDITN and submitted to the city government for review and reference.
Article 10 The articles herein, made effective on December 25, 2010, are subject to amendment. Any amendment shall become effective upon on the date of its announcement.
