|◎課後感想：In fact, it is not appropriate for this essay competitions that should be to the civil servants usually participate the training course held by Civil Service Development Institute in Tainan City Government to write. But my division chief hope to express in English, so I was assigned to be responsible for this job. Why should I be inappropriate candidates do? Because I only attended one course - oral presentations in English class that sacrificed our vacation to take part actively. They that were assigned or taken turns usually by their chief on official holiday to take part in the courses held by Civil Service Development Institute in Tainan City Government were more suitable than me. Why did my division chief hope to express in English? Because I ever mentioned actively to my division chief whether the education and training of Medical Technologist (MT) in local health center could be taken in English and some English nouns expression briefing in one day lunch. This idea may not only train the ability of English Listening of MT in local health center, but also train the ability of oral briefing in English of the speaker that are staff in Lab Division. Unexpectedly, the next day I was assigned this job. But if the article is too pertinent or poorly, please forgive my poor writing.
No matter at work or in life, I believe that the use of English is very important in the future, especially in the briefing and oral expression. Therefore, I decide to spare my job to arrange our vacation to take part actively oral presentations in English class held by Civil Service Development Institute in Tainan City Government. I think 12 hours course shortly only learn English presentation skills, common words, phrases, conjunction and sentences. It’s really too bureaucracy if depending on this course to judge the level of English proficiency of civil servants. But this case was common.
In this course, I had a chance a long talk with people in English finally. In this lesson, the teacher in a very fluent English expect everyone to be talking in English. At the same time, he required members of each group within the specified time must recognize all the members, after which each group and then turn on stage to introduce the members of the same group. In addition, the teacher will surfing use the web videos to find relevant inquiry skills related briefing and sample on the YouTube, and play that to us. Teachers selected topics from these web video, and invited each group to elect representatives to report the review through discussing of group. In the past, I have never spend so much time to talk English with people. But the several-hour course, I finally have a sense of earning. Although each person spoke English with a different accent, I still tried to understand the content of his expression. The only drawback was my oral expression always became stammer or strained to forget the speech content when I stood on the stage.
It impressed me for the last 10 minutes briefing. Because it is the last time in this course, the teacher asked everyone to prepare a 10-minute briefing, the topic does not limit. We can set life, family and responsible for business personally and so on as a briefing topic. I found that we are all in a very good briefing no matter in the topic of life, families, couples, friends, and business. But my performance is worst. The course just start after the outbreak of the evil oil would be ending. I decided that the topic of my briefing is the determination of animal ingredients. When I was in brief, the audience thought the topic is very professional for them and difficult to understand. Finally, my briefing was over time and the teacher asked me to terminate briefing. This result made me very sad, and revealed the extent of my English was really sucks. I thought it was very seldom experience on the time and let me never forget.
The policy that the mayor proposed to develop the second official language. I agree it deeply. But I think the policy should be the top-down, and not be the bottom-up. The Municipal authorities should ask the civil servants with the ninth grade and above had to get the English certificate of high-intermediate or intermediate. Personnel authority shall also self-request with higher standard. In addition, the Civil Service Development Institute in Tainan City Government should assign foreign teacher and plan similar as oversea language schools with a 24-hour English-speaking environment. This belongs to a long-term training courses in English. The civil servants that participate this course have to accept centralized management. I believe the goal of the second official language in less than 10 years will be able to reach.
