|It was the end of March 2014 that I became a member of the Bureau of Land Administration, Tainan City Government. From then till now (May, 2015), I took three courses in the Civil Service Development Institute, Tainan City Government, which are the Workshop for the Writing of Specific Book Reading Experience, April 14, the Workshop for new staff of 2013 Special Examinations for Local Government Personnel, June 17, and the Workshop for new staff about Document Making, October 31. In return, I received a total of 13 hours of study time number.
As a new staff of the public service system, everything is unfamiliar, including job content, work flow, organizational cultures, and so on, comparing with my past experience in the industry, there are many different. At the outset, you find a lot of rules, procedures are fixed and inflexible, but after a peroid of time, you understand that these fixed, standardized processes and document flow design make sense. On the other hand, it is some kind of protection for yourself. In the process of integration, these related courses also played a very promoting role to help me transite from a novice to a basic public servant. These courses, as well as the fundamental training, and the practical training carried out in the Southeast Land Office, you may not feel much just on the finish, but at sometime you use it, for example, to send an official document, to deal with a case, or to hold a meeting, you suddenly realized that you learned this thing in the classes before, you know which part of it you should focus on seriously, and something like that. This may not be absorbed immediately after class one, but will be unwittingly applied to your official treatment, gradually internalized into the daily process, and eventually became your own thing, makes us become the more competent public system staff.
In addition to passive learning, the atmosphere in the section where I belong to also encourages active learning, including the counsellor system, and the guidance and help from the senior coworkers. Unlike in the passive learning mode, you just learn what people teach you, in the active learning mode you have to observe and identify problems, and then solve problems by the document file or asking questions, and grow up. Either active or passive learning has its own advantages and disadvantages, the advantages of passive mode is the teaching is more systematical, and the advantages of active mode is about the flexible, and more profound. In my humble opinion, the Civil Service Development Institute should survey what people really want to learn, and then set up the relative courses, so learning effect should be better.
In addition to the larning mode, I also recommend to promote the document management system. Due to manpower tight, many colleagues wear many hats, their workload are heavy and are not familiar with other guy’s work. If someone is absent, almost all of his job cannot be taken in hand by his deputy. The general routine work is okay, but the work to face the public, or other work needs immediate treatment, usually can only be postponed there. There are currently promoting job rotation system in the bureau, and the Tainan Land Office facilitate a knowledge management website, these are in the right direction, I hopes to go further.
As mentioned the knowledge management website, you have to mention the topic of e-learning. Comparing to the traditional way-sitting in the classroom, face to face with the instructor, e-learning has no limitation of time and place. In theory, at this information highway era, it should gradually become the mainstream, but now the digital learning of official organization does not maximize its effect, is a pity. If the education and training or seminars on specific topics is holded in the digital way, for example, the image files and slides are available on the stream website, so people in different counties can access it in different time and different places. It eliminates the need of time-consuming long distances travel and the traveling expenses, you also can repeat the study, these advantages overwhelm the traditional way. The video conference technology is now very mature, the tradional way-face to face exchange of opinions in the past now also coule be carry through by the video conference, no longer be limited by time and place, and I think this is will be the future trend.
Talk a lot of things endlessly, a little irrelevant, but mostly on the future expectations. Bacon said: "Knowledge is power." How to get the knowledge required, has always been one of the most important issues of human society. With the progress of the IT technology, the improvement of the learning styles can reduce me and my colleagues the burden of learning. More quickly and directly absorb the knowledge and skills needed, continuous practice after learning to internalize themselves, in order to handle official business and service people more efficiently, that’s what I hope for.
