|It is said that people have two ears and only one mouth, so we should listen twice before speaking. Listening requires to be patient, and with sympathy. These days, people often spend too much time on expressing themselves and ignore the importance of listening. The art of listening should focus on the speakers, not the listeners. Never interrupt others when they are speaking, no matter how you disagree with their opinions, it is very rude and offensive.
When listening, try to stand in others shoes, not to deny any viewpoints immediately, and don’t rush into conclusions. There is another key point for listening, not just listen. Actually, we should have the abilities to understand things behind what we listened. Notice those nonverbal messages like gestures or body languages and be aware of their meanings, even every tiny single should not be ignored. Sometimes it can really make you a successful listening experience.
While listening needs to be patient, communicating needs wisdom. In fact, communication is a process of transferring, receiving and understanding. People who transfer the message should make sure the receivers can understand it. Using some pauses to make sure the receiver understand what you are talking about. Most conflicts come from unclear communications. Actually, it’s very easy to become an argument if you don’t have enough wisdom to deal with problems originated from misunderstandings or disagreements. A successful communication takes to stand in others shoes, forces others to agree with you is very inappropriate. There is another tip for communications, that is, no bias. With prejudice, the communication can not be success, because you may refuse to accept opinions from others. Therefore, the receivers may be irritated, and lead the communication to be failed. Try to respect opinions from others, insist on your position is vital, but it does not mean you can look down on positions different from you. In fact, the process of negotiations sometimes need some comprises, and then crate a win-win situation.
As a civil server, it is necessary to promote both listening and communicating skills. Civil servant should have the responsibilities to become the bridge between the people and the government, and that is the main mission of them. These days due to information explosion, pushing a policy in today becomes harder than the past. There are always opposite to disagree with every policy. Although it is impossible to make everyone satisfied, however, how to convince them depend on your abilities. Actually, the key point of communication with people is listening. Listening demands from people is very necessary and vital, try not to deny their suggestion at first. Sometimes people do not need your explains, they just need someone to listen and to understand them. Using your listening skills, finding the difficulties of people, and solving their difficulties by your professional knowledge, will make the society becomes better and better.
Communicating is as important as listening when pushing a policy. Sometimes changing will make people feel scared and insecure, and it is time for civil servant to use their communicating skills. When a new policy is in action, avoid any inaccurate words to prevent misunderstandings. People may feel confused about any indistinct policy communication and they will against to it, so the policy would be failed. The best way to push a new policy is creating a good way to communicate from the top to the bottom. In the process of pushing a new policy, the government should establish a good way to communicate it with people. A civil server plays the role to accept information from the government and convey it to people is very vital. Being the bridge between the government and the people, a civil server should consider the both sides.
Someone has said that ‘If you are correct, try to make others agree with you gently. If you are incorrect, admit you are wrong immediately and quickly. It is much effective than having an argument.” And there are some other sayings “As I get older, I have learned to listen to people rather than accuse them of things.” or “No matter how much success you’re having, you can’t continue working together if you can’t communicate.” From the above, we can see there are so many people have experienced the importance of listening and communicating. In face listening and communicating are often taking as kinds of art, it is difficult but vital and necessary to master both of them, especially as a civil server. Listening opinions from people and notice even the smallest details, communicating them with the government and keep modifying every single policy. A civil server should be aware of the responsibility to be the bridge between the government and the people. Using the two techniques well, furthermore to make a perfect society and create a win-win situation is our ultimate goal.
